The Netherlands sets the bar high in its sustainability policy, but in practice government policy acts as a brake. Positive Energy Districts do set the bar high, according to Professor of Energy and Innovation at the Amsterdam University of Applied Sciences (AUAS), Renée Heller. The Danish ‘ProjectZero’ started in 2007. Its main goal: for Sonderborg to co-create a zero-emission municipality. Sonderborg, in southern Denmark, hit the 50 percent CO₂ reduction mark in 2020.
